Make ChunkRevive avoid chunks protected by Residence claims during selection, regeneration, and deletion.
Where claims are checked
ChunkRevive checks claims during manual and batch marking, region and biome scans, Regen/Reset planning, and immediately before Delete/Prune submits region I/O.
When a new claim, expansion, or subzone takes effect, the plugin removes outstanding marks or queued targets inside it.
